There is a big misunderstanding regarding the costs associated with image sensor lenses. Initially, most people agreed that CMOS lenses would be cheaper to produce because of the high volume manufacturing process in which they could easily fit into. Had that been the case, CMOS lenses would be much cheaper than CCDs; unfortunately, everyone realized that for good performing CMOS lenses, they would need to be specialty made in a lower volume atmosphere with closer attention.

That being the case, both CMOS and CCD lenses do not greatly differ in price when discussing similar volumes with comparable cosmetics. They both offer advantages but neither one squeaked out the dominant factor making them the go to choice. CMOS may tend to be less expensive at the system level when considering cost related to circuit functions but at the component level for pure image sensor functionality CCD has it beaten.

The main drive behind lower CMOS lens costs is the increased activity of competition developing these lenses with a focus on pushing high volume.
